DAKAR, Senegal (AP) ? President Abdoulaye Wade conceded defeat to his former protege Macky Sall late Sunday, congratulating him several hours after polls closed when preliminary results showed the opposition candidate had trounced the 85-year-old incumbent.

Wade called Sall around 9:30 p.m. (2130 GMT) Sunday to congratulate him on his victory, state television reported. The move alleviated fears that Wade would attempt to stay in office after 12 years or would challenge the runoff results.

Even before Wade conceded, Sall’s supporters began celebrating in the streets of the capital, singing and marching through downtown Dakar. Some even danced on the roofs of moving vehicles, and one man did a cartwheel amid the traffic near the Place de l’Independance.

Sociologist Hadiya Tandian said that Wade’s concession washes away the wounds of a violent election season, which left at least six people dead and tarnished the country’s reputation.

“This is a great victory for Senegal ? it shows the maturity of our democracy,” Tandian said. “It shows that the Senegalese believe in their voter IDs, that a voter card can change something, can make a difference. It shows that our long democratic heritage continues to live in us day by day.”

Senegal’s democratic roots run deep, and many feared Wade would not concede defeat and in the process muddy Senegal’s image as one of the only established democracies in western Africa.

Whereas most African countries began holding elections post-independence in the 1960s, the Senegalese first cast their ballots 164 years ago starting in 1848 when France gave its territory the right to elect a deputy to the French parliament.

At a midnight press conference at a Dakar hotel, Sall offered few details on the conversation he had with Wade earlier in the evening. Instead, he praised the voters and said he would be the president for all Senegalese.

“Tonight, a new era begins for Senegal,” Sall told the hundreds of journalists and euphoric supporters who crammed into the venue to hear him speak.

There was no immediate comment from Wade himself, though his spokesman Serigne Mbacke Ndiaye confirmed the president’s concession of defeat.

“Senegal, through a transparent election, just proved once again that it remains a great democracy, a great country,” he said in a press release.

Wade first took office in 2000 after his predecessor conceded in a historic moment for Senegal. He easily won re-election in 2007, but has seen his popularity suffer amid soaring costs of living and unemployment. When he cast his ballot last month in the first round of balloting, some voters even booed him at the poll shouting: “Old man, get lost.”

His image also was tarnished after he began giving an increasing share of power to his son Karim, who was derisively called “the Minister of the Sky and the Earth” after he was handed control of multiple ministries including infrastructure and energy.

Wade’s reputation took a nosedive when he announced last year that he planned to run for a third term. For weeks leading up to last month’s election, protesters calling for Wade to step down hurled rocks at police in demonstrations that paralyzed the capital’s economic heart.

In recent weeks, images of Wade on campaign posters had their eyes scratched out. And his convoy was hit by rocks in the final days of the runoff campaign.

Marieme Ousmane Wele, 55, said she had voted for Sall because the rising prices of basic goods have made her life increasingly difficult.

“I sell cereal made from corn but the price of corn has really gone up. Now, I don’t have many customers and it’s becoming difficult to feed my own family,” she said, as men sat nearby on plastic lawn chairs in the sand listening to news about the election on portable radios.

Others, though, praised Wade for the economic progress made during his 12 years in power. At a polling station in the suburb of Grand Yoff, Raymonde Semou, 64, said Sunday she personally credited Wade with helping two of her six children find work.

“Before, I had to sell grilled peanuts to feed my family and it was very difficult for me,” she said.

Now, her employed sons have bought land to build a house, and she adds there is now electricity in her hometown in Senegal’s restive southern Casamance region.

Sall, 50, a former prime minister who ran Wade’s last campaign in 2007, is a geologist by training who worked for years under Wade. The two, though, had a subsequent falling out and during the campaign Wade referred to Sall as an apprentice who had not yet taken in “the lessons of his mentor.”

Most simply spoke of change rather than Sall’s credentials when explaining how they voted Sunday.

Dr. Johny Assane said he voted for Wade in 2000 but has since become disillusioned. While he says he is financially secure, he has seen how others have failed to benefit from Wade’s leadership.

“The situation of my patients who come to get medicine in my office has really deteriorated,” he said. “Everywhere there are children whose parents are finding it difficult to pay for their treatment and that shows me that the country is not working.”

SANFORD, Fla. (AP) ? The police chief who’s been bitterly criticized for not arresting a neighborhood watch volunteer in the shooting death of an unarmed black teenager and the county prosecutor both left the case Thursday, with the chief saying that he is temporarily stepping down to let passions cool.

Sanford Police Chief Bill Lee’s decision came less than a day after city commissioners gave him a “no confidence” vote, and after a couple of weeks of protests and uproar on social media websites. Lee has said evidence in the case supported George Zimmerman’s assertion that the Feb. 26 shooting of 17-year-old Trayvon Martin was in self-defense.

“I do this in the hopes of restoring some semblance of calm to a city which has been in turmoil for several weeks,” Lee said.

About three hours later, Gov. Rick Scott announced that the local state attorney, Norman Wolfinger, had recused himself from the case. In a letter to Scott, Wolfinger said that while he thought he could fairly oversee any prosecution that develops in the case, his recusal was aimed at “toning down the rhetoric and preserving the integrity of the investigation.” Scott appointed Angela B. Corey, the state attorney for the Jacksonville area, to take over the case.

Scott also appointed a task force led by Lt. Gov. Jennifer Carroll to conduct hearings on the case and to make recommendations for any changes to state law or procedures. Carroll is African-American.

Martin was returning from a trip to a convenience store when Zimmerman started following him, telling police dispatchers he looked suspicious. At some point, the two got into a fight and Zimmerman pulled out his gun.

Zimmerman told police Martin attacked him after he had given up on chasing the teenager and was returning to his sport utility vehicle. Police say the 28-year-old Zimmerman is white; his family says he’s Hispanic.

The shooting ignited resentment toward the police department in this Orlando suburb for not making an arrest. Civil rights groups have held rallies in Florida and New York, saying the shooting was unjustified.

Thousands at a rally led by civil rights leader Al Sharpton at a downtown Sanford park on Thursday night demanded more be done.

“We cannot allow a precedent when a man can just kill one of us … and then walk out with the murder weapon,” said Sharpton, flanked by Martin’s parents and a stage full of supporters. “We don’t want good enough. We want George Zimmerman in court with handcuffs behind his back.”

The police chief stood behind his agency’s investigation.

“As a former homicide investigator, a career law enforcement officer and a father, I am keenly aware of the emotions associated with this tragic death of a child. I’m also aware that my role as a leader of this agency has become a distraction from the investigation,” Lee said in announcing he was stepping down for now.

It wasn’t immediately how long the police chief would step aside. Martin’s parents said that wasn’t enough, and that Zimmerman should be taken into custody.

“We want an arrest, we want a conviction and we want him sentenced for the murder of my son,” Martin’s father, Tracy, said to the fiery crowd of rally goers.

Some people said the police chief should step down for good.

“If they wanted to defuse a potential powder keg, he needed to resign,” said pastor Eugene Walton, 58, who was born and raised in Sanford. “His inaction speaks loudly to the black community.”

News of the police chief’s decision to step aside spread quickly among the protesters, many of whom showed up more than two hours before the start of the rally. They chanted “The chief is gone. Zimmerman is next.”

Some carried signs that said: “100 years of lynching, justifiable homicide. Same thing.” Others sold T-shirts that read: “Arrest Zimmerman.”

“It’s the norm around here, where anything involving black culture, they want to wipe their hands of it,” said Shella Moore, who is black and grew up in Sanford.

The Justice Department and FBI have opened a civil rights investigation, and the prosecutor before he quit the case convened a grand jury April 10 to determine whether to charge Zimmerman.

Before the rally, Martin’s parents met with the local U.S. attorney, the deputy assistant attorney general for civil rights in Washington and the head of the FBI’s Tampa office to discuss the investigation.

“We listened carefully to the concerns of the family and their representatives,” Special Agent Dave Couvertier, an FBI spokesman, said in a statement. “We continue to extend our deepest condolences to Trayvon’s family for their loss.”

STUMBLING to the tram stop after a long day of multilingual diplomatic wrangling at the United Nations’ World Intellectual Property Organization in Geneva, a colleague’s bleary eye was caught by a kerbside sign at an entrance to the landscaped grounds: “Acc?s interdit aux chiens“. That is: “Access forbidden to dogs.” But how will the dogs learn of this ban? Though both UN and Swiss bureaucrats are accustomed to multilingual documentation, this one is in French and pictogrammese only.

Perhaps we shouldn’t be surprised that the bureaucrats’ sense of humour did not extend to translating it into dog, unlike the sign in Chiswick Park, London, which says, “Grrr, bark, woof. Good dog” (3 October 2009).

European security officials warned Friday of the emergence of a new, decentralized jihadist threat, a day after French police shot a homegrown extremist who killed seven people on a hate-fueled rampage.

“It is concerning us,” Europol chief Rob Wainwright told The Associated Press in an exclusive telephone interview from The Hague. “We have a different kind of jihadist threat emerging and it’s getting stronger. It is much more decentralised and harder to track.”

Combating individuals operating outside of networks will take smarter measures in monitoring the Internet, better intelligence and international cooperation in counterterrorism efforts, he said.

Wainwright conceded that there were limits to what law enforcement officials can do. “We can’t police the Internet,” he said.

Mohamed Merah, a 23-year-old Frenchman of Algerian descent, was killed Thursday in a shootout after police raided the Toulouse apartment where he had been holed up. His attacks killed three French paratroopers, three Jewish schoolchildren and a rabbi, horrifying a nation heading into presidential elections.

Wainwright said Merah lacked the professionalism of terrorists of the past. He said the gunman seemed divided between wanting to increase his death toll and publicizing his acts by filming his deeds and bragging about them.

“It is very telling that he filmed his exploits,” he said. “Still, in spite of the mistakes, he managed to carry out significant damage. … That is the challenge for us.”

Wainwright said that al-Qaida’s influence looms over the attacks.

“He was acting in line with al-Qaida inspired tactics, and although it may not have been closely coordinated, it was certainly al-Qaida inspired,” he said.

A British security official said the key to targeting this brand of individualized terror was figuring out whether people were simply thinking extremist thoughts or would truly turn violent.

“We prefer the term self-starting over lone wolf,” the official told the AP on condition of anonymity because of the sensitivity of his work.

“But the reality is that there are hosts of people like this out there and most of them will never do anything. You have to have information to suggest they are about to do something. Unfortunately, there are no thought police.”

It's been a bit of a wild ride for Google Wallet since its security was found to have a vulnerability in it. While having fixed the issue already, Google wasn't in any rush to let folks readd prepaid cards back to the service but emails are now going out letting folks know things are back in order and for your troubles, you're getting a bonus $5 from Google:

As you may have experienced over the last few weeks, we temporarily disabled the feature to add the Google Prepaid Card back to your wallet if you previously removed the card or reset your wallet. We temporarily disabled this feature to ensure the security of our Wallet customers. We recognize this may have been an inconvenience for you, and we did not make this decision lightly.

We are happy to announce that you can now add the Google Prepaid Card back to your wallet with the newest version of Google Wallet, and any funds that you previously had on the card should be restored, unless you contacted Money Network and asked for a refund of those funds. To add the Google Prepaid Card back, you will first need to update your Google Wallet application to the most recent version.
